Julia Delgado

Skilled Trades & Workforce Grantmaker, The BlackRock Foundation

Julia is the skilled trades and workforce grantmaker at The BlackRock Foundation, within the Social Impact team. Her work primarily focuses on the $100M Future Builders initiative by the Foundation, designing strategic programming and developing partnerships with grantees to expand access to quality careers connected to high-growth infrastructure development, AI data center expansion, and energy markets. She partners with teams across Global Corporate Affairs to support education and messaging on the firm's interests, impacts, and partners in the workforce development space.


Previously, Julia worked at Jobs for the Future, a national education and workforce development nonprofit. She partnered with cross-sector coalitions — including workforce boards, education, industry, and community organizations — to design training pathways, strengthen employer engagement, and expand access to regional workforce strategies in energy, advanced manufacturing, construction, and infrastructure. She also managed projects researching and piloting dual enrollment/dual credit programming and competency-based education with partners.
